Dear Mercia,
The institution of Grey Haven will have to eforce sanctions if you choose to go to war with Istari. This is a decision we don't want to make, but will have to unless you become more cooperative. We would like Merica to have a meeting with Istari and have some type of agreement that does not involve war.
